In 2023, the Ramban district of Jammu and Kashmir grappled with a disturbing uptick in dog bite incidents, including 2 tragic fatalities due to rabies. The victims, Assistant Sub Inspector [MR] and a civilian named [SS], both died after being bitten by rabid dogs. The escalating situation has spotlighted a significant public health issue, with locals criticizing the administration for its lack of preventive measures and awareness campaigns.
 2023年、Jammu・Kashmir州のRamban地区は、狂犬病による悲劇的な死亡者2名を含む、犬の咬傷事件の憂慮すべき増加に直面していた。被害者は副警部補(MR)と民間人(SS)で、どちらも狂犬病の犬に咬まれて死亡した。このような事態の深刻化により、公衆衛生上の重大な問題が浮き彫りになり、地元住民からは、予防対策や啓蒙活動を怠った行政を批判する声が上がっている。


[MR], while performing his duties, fell prey to a rabid dog in May [2023]. His diagnosis came at AIIMS [All India Institute of Medical Sciences] New Delhi, and he tragically succumbed to the disease by August [2023]. In a similar vein, [SS], aged 27, also met a grim fate in October [2023] after a dog bite 3 months earlier. The deadly disease of rabies, transmitted through the bites of infected dogs, claimed their lives, stirring fear in the district.

In the wake of [SS's] death, a medical team swung into action, conducting a vaccination drive. Approximately 40 individuals who had been in contact with Singh received inoculations, and the offending dog was euthanized. However, the fatal incidents have raised questions about the region's preparedness to deal with the rabies threat.
Various locations such as Batote, Gool, Ramban, Ramsu, and Banihal have reported frequent dog bite cases, exposing the residents to potential infection.

Local residents have expressed concerns about the lack of facilities in the municipal councils of these areas to test dogs for rabies. They have also criticized the surge in the stray dog population and the subsequent increase in dog bite incidents. Dr. Ayob Wani from District Hospital Ramban has called for immediate treatment for dog bites,
underscoring the urgency of the situation. Meanwhile, officials from the Health department have assured that anti-rabies vaccines are readily available at all medical centers in the district. Yet, these assurances do little to quell the rising fear in the community.

As the district contends with a public health crisis, the call from locals for strategic action, including immunization or sterilization programs for stray dogs, grows louder. The community is looking to the administration to address the root cause of the problem and bring an end to the threat of rabies.

The stray dog population, and consequently, incidence of dog bites, has reportedly increased in the district. As also indicated in the article above, 2 persons died from rabies in August and October last year (2023) in the district, attributed to dog bites. However, there is no mention in the article whether they had received the post-exposure prophylaxis (PEP) timely against the disease after the dog bites. Rabies is almost always fatal after the appearance of clinical symptoms, but vaccine preventable when PEP is strictly followed after exposure to the virus from rabid animal bites.
 同地区では野良犬の数が増加し、その結果、犬に咬まれるケースが増加していると報告されている。上記の記事にもあるように、同地区では昨年(2023年)8月と10月に、犬に咬まれたことが原因で2人が狂犬病で死亡している。しかし、この記事には、犬に咬まれた後、適時に曝露後予防注射(PEP)を受けたかどうかについては触れられていない。狂犬病は、臨床症状が現れた後、ほとんどの場合致死的であるが、狂犬病罹患動物に咬まれてウイルスに暴露された後、PEPをしっかり受けることで予防可能である。

 子犬を含む犬にワクチンを接種することは、狂犬病の感染をその発生源で阻止するため、人の狂犬病を予防するための最も費用対効果の高い戦略である。さらに、犬のワクチン接種はPEPの必要性を減らすことにつながる。
