On 20 Aug [2025], specialists from the Kharkiv Regional State Veterinary Hospital received a fox corpse. A man who was fishing in Rogan reported that the animal was acting suspiciously and attacking the fishermen. They had to kill the fox in self-defense.

"A specialist from the Kharkiv section of the Kharkiv Regional State Veterinary Hospital collected pathological material from an animal (fox) and sent it for laboratory testing. Forced disinfection was carried out in the rabies outbreak. According to the report of the Kharkiv Regional State Laboratory of the State Service of Ukraine for Food Safety and Consumer Protection on the results of the study of pathological material No. 001163 p.m./25 dated 20 Aug 2025, rabies was confirmed in the dead fox," the report says.

After that, quarantine was declared in Rogan and Dokuchaevskoye, as well as in nearby forest and field areas, from 22 Aug [2025]. In addition, specialists are implementing a plan of measures to eliminate signs of rabies in the area.

In Europe, the oral rabies vaccination (ORV) of red foxes (Vulpes vulpes), the main reservoir of rabies in the continent, was developed in the late 1970s and has demonstrated its effectiveness in the eradication of the disease in Western and some Central European countries. In 2018, a large-scale campaign of vaccination of feral carnivores was implemented in Ukraine. In 2022, due to the Russia-Ukraine military conflict, the oral vaccination of wild animals was interrupted.
