One person died from rabies in Mberengwa district last week after being bitten by an infected dog, while several domestic animals have died from the disease since the beginning of the year [2022].

The Department of Veterinary Services is presently carrying out a vaccination exercise against rabies in the Midlands to mitigate livestock mortality. The vaccination programme is targeting dogs with the thrust to reduce the spread of the disease.

Statistics show that over 20 domestic animals which succumbed to rabies included 6 donkeys, 10 dogs, 4 cows, and one cat since January [2022] after they were bitten by infected dogs this year.

Veterinary Provincial Director for Midlands Dr Martin Sibanda said the department was carrying out vaccination of rabies to all dogs in hotspots in the province to curb the spread of the disease. Dr Sibanda urged all people who were in contact with infected animals to go to hospital and seek treatment and also visit the nearest veterinary department to have their dogs vaccinated.

Communities were encouraged to report early to their nearest veterinary offices if they suspect cases of rabies and strange behaviour from their animals.

"Mass vaccination of dogs should be done twice a year, but because of limited resources, we are not able to do it. Dogs that are found with rabies are put down to prevent rabies from spreading to people and other animals.

"All dog owners should ensure that their dogs are vaccinated. If anyone is bitten by a suspicious dog, they should seek medical attention soon after they are bitten. We also encourage people to bring their dogs for vaccination," he said.

Dogs are infected by jackals, but generally an infected dog infects other unvaccinated dogs, which in turn attack livestock and people.

Last year, 5 people died from rabies in Midlands after being bitten by infected dogs.

The National Institute for Communicable Diseases (NICD) has confirmed 3 new cases of human rabies in South Africa. In its latest monthly update, the NICD said 2 more cases were reported in Limpopo, and one case in the Eastern Cape.

"In addition, 2 deaths from the Eastern Cape are reported as probable rabies cases; however, this could not be confirmed by laboratory testing," the NICD said.

In total, 7 human rabies deaths have been laboratory confirmed this year in South Africa as of 20 May [2022].

The Eastern Cape has reported 3 cases; Limpopo, 3 cases; and KwaZulu-Natal, one case.

In addition to the confirmed cases, 4 probable human rabies cases are recorded from the Eastern Cape.

The 5 rabies cases reported from 21 Apr to 20 May [2022] involved children between the ages of 2 and 14.

"In 4 of these cases, dog bite histories were reported.

"For one case the exposure history remains unclear.

"In 3 of the cases, no rabies post-exposure prophylaxis was sought or provided, and for the remaining 2 cases, vaccination was provided with no rabies immunoglobulin," the NICD said.

The administration of rabies immunoglobulin, a medication made up of antibodies against the rabies virus and used to prevent rabies following exposure, by infiltration of all wound sites, is critical.

Melilla has registered the 6th case of rabies so far this year [2022] in a dog that slipped across the border on 26 May [2022] and spent only 15 minutes in the autonomous city.

This positive case has been confirmed this Tuesday [7 Jun 2022], and it has not been necessary to adopt any prophylactic measure, since the animal was captured shortly after entering Melilla.

Specifically, the State Security Forces and Bodies operating at the border immediately notified the Animal Protection Service of the Local Police, which allowed the animal to be captured and transferred to the Domestic Animal Reception and Observation Center.

While in the Reception Center, he presented, in the opinion of the veterinarians of the General Directorate of Public Health and Consumption, symptoms compatible with rabies, which was confirmed this Tuesday [7 Jun 2022], after his death, in the reference laboratory.

The dog was in Melilla territory for a very short time until it was captured by the local police, although an epidemiological investigation was carried out by Public Health to identify contacts in people or animals, in collaboration with the local police, without needing to take any prophylactic measures.

Melilla has been on alert level 1 for rabies since the end of last year [2021].

"Spain (peninsular territory and islands) has been free of terrestrial rabies since 1978, with the exception of the case of rabies imported from Morocco declared in June 2013. The vaccination campaigns carried out in dogs gave excellent results, eradicating the disease in the entire national territory. Only in the Autonomous Cities of Ceuta and Melilla are there sporadically imported cases of rabies, in dogs and some horses.

A fox bit a 4 year old girl, outside a house in the area of Stone Mountain Road in Bedford County, [Virginia]. The family called 911. "We went to the hospital, she had to get injections in all her bite wounds." On Thursday [5 May 2022] the Virginia Department of Health called them to say they found out the fox had rabies.

Rabies infections aren't very common in the surrounding areas, according to Officer Brandon Schoonover, who works in the animal control unit at Roanoke County Police. "The positive cases are few and far between. I can't say it never happens but they are usually in the single digits."

But it's always important to call it in if you come in contact with a wild animal. "If you believe you were exposed you need to seek medical attention immediately and the same with domesticated animals."

The [girl] is doing just fine now. Virginia Department of Health's press release (https://www.vdh.virginia.gov)

"Everyone should take commonsense measures to protect themselves and their domestic animals from rabies. Pet owners should keep their pets up-to-date on their rabies vaccinations. Virginia law requires all dogs and cats 4 months of age and older to be vaccinated for rabies by a licensed veterinarian, and vaccinations are kept current. It is important to avoid contact with wild or stray animals, and parents should be sure that their children are taught to not touch, pet, or otherwise handle unknown animals.

"Additional steps which can be taken to prevent rabies in people and pets include:

- Do not feed stray animals. Avoid wild animals, especially raccoons, bats, foxes, and skunks. Feed your pets indoors and do not let them wander.

- Teach children to avoid contact with wild animals and pets they are not familiar with.

- Do not handle sick, injured, or dead animals. Contact a licensed wildlife rehabber if you have concerns about sick or injured wildlife.

- Keep wild animals out of homes by capping chimneys with screens and blocking openings in attics, cellars, and porches. Ensure trash cans have tight-fitting lids.

- Do not try to trap or handle stray and wild animals. If a bat is found indoors and may have had contact with someone, do not release it. Call your local animal control officer or health department to determine if the animal should be picked up and tested for rabies.

If you are bitten by a wild or stray animal do not panic. Wash the wound(s) thoroughly with warm soapy water and contact animal control, your doctor, or the health department for further recommendation."

The Oklahoma State Veterinarian Office has confirmed that a quarter horse gelding on private property in Logan County, Oklahoma, tested positive for rabies. The unvaccinated rodeo horse began showing severe neurologic signs on [27 Apr 2022 and was euthanized. 3 other horses pastured with the gelding are not showing signs of disease but have been placed under an official 6-month quarantine. The Equine Disease Communication Center released this information on 9 May 2022.

Rabies in horses

----------------

Rabies -- a zoonotic disease that can be spread from animals to humans -- is caused by a lyssavirus affecting the neurologic system and salivary glands. Horses are exposed most commonly through the bite of another rabid animal.

In horses, clinical signs of rabies are variable and can take up to 12 weeks to appear after the initial infection. Although affected horses are sometimes asymptomatic, an infected horse can show behavioral changes such as drowsiness, depression, fear, or aggression. Once clinical signs appear, there are no treatment options.

Rabies can only be diagnosed postmortem by submitting the horse's head to a local public health laboratory to identify the rabies virus using a test called fluorescence antibody. Thus, ruling out all other potential diseases 1st is very important in these cases to avoid potentially unnecessary euthanasia.

Because rabies threatens both horses and the humans who handle them, the American Association of Equine Practitioners (AAEP) recommends rabies as a core vaccine every US horse should receive. The AAEP's vaccination guidelines recommend adult horses receive an initial single dose, then a booster vaccination annually; foals born to vaccinated mares should receive a 1st vaccine dose no earlier than 6 months of age and a 2nd dose 4 to 6 weeks later followed by annual vaccination; and foals of unvaccinated mares should receive a 1st vaccine dose at 3 or 4months of age and should be revaccinated annually.

AAEPのワクチネーションガイドラインによれば、成馬は当初1単位、追加接種として毎年1回;ワクチン済みの牝馬から生まれた仔馬は6か月齢以降に最初のワクチンを1単位、第2回目を1回目ワクチンの4~6週後にうち、以降年に1回追加接種する。(母体からの移行免疫によってワクチネーション効果が上がらないための配慮…訳者注);

Authorities in Atlantic County [New Jersey] say a stray cat has tested positive for rabies and 2 people who were caring for the animal may have been exposed to the virus. The cat, found in the 700 block of Wesley Avenue in Pleasantville, is the 7th confirmed case of rabies in the county this year [2022].

Officials say: "The cat was found with a wound of unknown origin and cared for by the Pleasantville residents. When the cat began displaying neurological signs, the residents took the cat to a veterinarian for medical care. The cat then tested positive for rabies on 9 May 2022. An investigation by the Division of Public Health found potential rabies exposure among the 2 residents and have advised them to contact their healthcare provider regarding post-exposure rabies treatment."

The county's other rabies cases this year [2022] have involved a fox from Hamilton Township, 3 skunks found in Egg Harbor Township, and 2 skunks from Northfield. This is the first case involving a cat.

Public health officials remind residents of the importance of vaccinating their pets to protect both the animals and the humans with whom they have contact. The Atlantic County Animal Shelter holds free rabies vaccination clinics each month for dogs and cats by appointment. The next clinic is scheduled for Sunday, 5 Jun 2022, from 9 am to noon. Dogs must be on leashes and cats must be in carriers.

If you see wildlife behaving strangely, especially nocturnal animals like skunks and raccoons found during daylight hours, do not approach the animal. Instead, contact the Atlantic County Division of Public Health.

Health department officials are urging residents to be alert and aware of the signs of rabies after a domestic cat tested positive for rabies this week. Officials say the cat was sent to the New York State Department of Health, Wadsworth Center for testing on Friday [13 May 2022], and results were reported to be positive the same day.

Known best for their work on bat rabies, the staff at the Rabies Laboratory at the Wadsworth Center works to prevent the spread of rabies throughout the state. Authorities say that, to the best of their knowledge, only one person was exposed to the cat. That person has received treatment.

According to the Centers for Disease Control and Prevention (CDC), in North America rabies is most commonly found in bats, skunks, raccoons, foxes, and mongoose. It is also found in cats, cattle, and dogs. CDC says rabid bats have been found in every state except for Hawaii. Rabid mongoose have been found in Puerto Rico.

Rabies is easily transmitted from animals to other animals, including human beings. Human cases are rare in the United States, but deadly if not caught in time.

[5] North Carolina (Brunswick County): fox, human exposure

Date: Mon 16 May 2022

Source: Port City Daily [edited]

Officials at Brunswick County Health Services reported a local fox connected to an individual attack has tested positive for rabies. The individual is receiving all necessary rabies vaccinations following the incident, according to a county press release. "The fox was captured and put down," the county reported. Thereafter, it was sent off for testing.

Anyone scratched or bitten by a rabid animal should immediately seek medical assistance, the health department advises. Fatalities associated with rabies occur when failing to do so. Public health and animal protective services through the sheriff's office are investigating and advise the public to follow safety tips and remain proactive to keep themselves and their pets protected from rabid animals.

For humans bitten or scratched:

- Clean the wound well with soap and running water for 15 minutes and contact your doctor. The doctor will determine if a series of rabies vaccinations will be needed.

- Note the location and a description of the animal to provide to animal control.

- Do not try to catch any wild animal that has bitten or scratched

you. Call animal control immediately to capture the animal for rabies testing.

- If the animal is someone's pet, get the owner's name and address and provide them to the animal control officer. Any mammal can transmit rabies. The animal which bit you, depending on the species and circumstances, must be evaluated or tested for rabies. [It is important to know if the animal was a wild or feral animal, as was this fox, instead of a frightened pet belonging to a neighbor who may have the necessary rabies vaccination tags/certificate on the pet. -Mod.TG]

For protection of pets:

- Vaccinate your pets against rabies and keep the vaccinations current. North Carolina rabies law requires all owned dogs, cats, and ferrets must be vaccinated against rabies by 4 months of age.

- Supervise pets outdoors, and keep all pets on a leash.

- Do not feed pets outdoors. Pet food attracts wildlife.

- Do not feed wildlife, feral cats, or feral dogs.

- Secure garbage cans with wildlife-proof lids. [Securing a garbage can is important but can be difficult. Raccoons and bears seem to be able to get into many wildlife-proof garbage cans. Some areas have trash bins which have demonstrated some success at keeping raccoons/bears out. - Mod.TG]

- Leave young wildlife alone. If you find a juvenile animal appearing to need help, it is best to leave it alone and call a wildlife professional.

Any mammal can get rabies. There are cats, foxes, and horses in this report.

If your child is bitten by an unvaccinated domestic or a wild animal, it can be terrifying, especially if the animal is rabid.

Please vaccinate your pets, regardless of the size. Horses, cattle, goats, sheep needs protection against rabies which in turn, protects you. Any one working with larger animals, such as horses or cows, knows it can be easy to be hurt by these animals especially when they are frightened. Large animals with rabies can actually be vicious and have killed or very nearly killed their human care givers. Yes, any large animal can hurt us and can even kill us, through any accident, but rabid large animals have attacked with viciousness. Some reports are harrowing to read. A few have lived to talk about their experience. So please vaccinate your animals, more than just dogs, cats, and ferrets.

Be aware of your surroundings. People have encountered wild animals in such mundane places as the parking lot of a grocery store, a shopping mall, or walking out of their houses. Rabies does not respect city limit signs or upscale neighborhoods.

Vaccinate your animals and keep alert for wild animals or those acting strangely.

A Douglas County resident picked up a bat and was bitten, prompting a rabies warning from the Nevada Department of Agriculture Animal Disease Laboratory.

The state confirmed 2 cases of rabies, one in Douglas and another in Clark County. [It is unclear if both cases were associated with human beings being bitten, as was the case in Douglas County. - Mod.TG]

"Bats are common throughout Nevada, with their activity increasing between May and October," state agriculture officials said.

The Animal Disease Laboratory confirms 10-20 cases of bat rabies each year. While other species of wildlife can carry rabies, bats are the most common source of human and domestic animal transmission, making it important to keep pets vaccinated and ensure no contact is made with wildlife.

"Animals carrying rabies can only be confirmed through laboratory testing," said State Veterinarian Dr. Amy Mitchell. "It is important for all animal owners to be proactive and work with their veterinarians to keep animals up to date on vaccinations, to protect both the animals and their owners. Even if animals are indoor-only pets, they should still be vaccinated as it's possible for bats to enter and exit residences unnoticed."

In the state of Nevada, a current rabies vaccination is legally required for dogs, cats, and ferrets, and are also available for certain species of livestock. Animal owners are urged to work with their veterinary healthcare provider to maintain a regular vaccination schedule for their animals.

"If you or your animals have had contact with any bats, contact your local healthcare professional or veterinary provider immediately," said Animal Disease Lab supervisor Laura Morrow.

Any bats, dead or alive, that may have been in contact with people or domestic animals should be reported immediately. It is important individuals contact the NDA Animal Disease Lab or their local animal control agency before attempting to pick up a bat. If an individual is asked to collect the bat for testing, they should carefully follow all instructions provided by the NDA or animal control agency including wearing heavy gloves to avoid potential bites.

Individuals can learn more about rabies and the proper steps to take in the case of a possible exposure on the Center for Disease Control and Prevention website at <cdc.gov/rabies>, or through the Southern Nevada Health District or Washoe County Health Department.

The Minister of Public Health, Daniel Rivera, assured yesterday [15 Jun 2022] 2 dogs and a cat were identified with animal rabies recently in the communities of Santiago but no case of human rabies was registered. He pointed out [that] immediately after the cases were identified, a timely intervention was made, and an epidemiological cordon was established, which allowed to break the transmission and control the situation so for the moment, there are no contagions.

He recalled [how] in November of last year (2021) and in March of this year (2022), vaccination campaigns for dogs and cats were carried out, covering a large number of the canine and feline population of the country, and [said] there are enough vaccines for people to immunize their pets.

The child died on [28 May 2022]. Before her, a 5 year old boy and two 12 year olds had also died from the disease. All were residents of rural Bertópolis.
The secretariat ruled out another case of the disease, registered at the same location, which affected an 11 year old child, notified on [21 Apr 2022].
Vaccination coverage in the Bertópolis region is 98.5% for the 1st dose and 90.6% for the 2nd dose. There was also reinforcement in the vaccination of animals.

The secretariat is now monitoring a new suspected case of the disease: a 17 year old, with no history of exposure to the suspected animal, resident of the rural area of Teófilo Otoni, in Vale do Mucuri. The case was reported on [13 Jun 2022] and the patient is under hospital observation after presenting neurological symptoms.

The Ocean County Health Department has sent out a rabies alert for a section of Manchester (New Jersey). Several people were attacked by a cat in the Pines Manor section of town, which is a mobile home community off Route 37. That cat has been found dead and has subsequently tested positive for rabies.

Health officials are urging anyone who may have come in contact with the cat to seek immediate medical attention. Rabies is highly contagious to animals and humans. If caught early in humans, it can be treated. If left untreated, it is almost always fatal.

If you came in contact with this cat, notify the Ocean County Health Department and seek medical attention immediately. According to the US Centers for Disease Control and Prevention (CDC), the rabies virus infects the central nervous system. If a person does not receive the appropriate medical care after a rabies exposure, the virus can cause disease in the brain, ultimately resulting in death. Treatment involves a series of shots given to prevent the rabies virus from infecting the human nervous system.

A Richmond County resident was attacked by a fox when it was passing through the victim's yard on [9 Jun 2022] in the Lake Olmstead area of Augusta [South Carolina], authorities said. Augusta Animal Services responded to the scene and collected the fox.

The Richmond County Health Department Environmental Health Section was notified and sent the fox to the Georgia Public Health Laboratory in Decatur for rabies testing. Test results confirmed the fox was positive for rabies.

The Richmond County Health Department's Environmental Health Section is also notifying residents in the area to avoid contact with wild animals. It recommends the following:

*Make sure your dogs and cats are currently vaccinated against rabies.
*Do not let your pets roam free. They are more likely to have contact with a rabid wild animal.
*Avoid feeding your animals outside. This draws stray and wild animals to your doorstep.
*Teach your children not to approach wild animals and animals they don't know.

The Richmond County Health Department Environmental Health Section is asking all residents to make sure pets are vaccinated against rabies and to avoid all contact with wild animals. In addition, report any contact of humans and domestic animals with wild animals to Richmond County Health Department Environmental Health Section office or Augusta Animal Services.

Meanwhile, South Carolina officials sent out an email urging residents not to keep wild animals as pets. "Wild animals live in nature and are not domesticated, meaning they're not tame or kept as a pet or on a farm," the South Carolina Department of Health and Environmental Control and South Carolina Department of Natural Resources said on Thursday [16 Jun 2022] in a statement, "Keeping wild animals as pets in some cases may be illegal, and puts the owner and others who encounter the animal at risk of injury or getting diseases such as rabies."

The agencies recommend you protect yourself and others from rabies by:
*Leaving wildlife alone and not keeping wild animals as "pets."
*Not approaching an animal in need. Contact a wildlife rehabilitator for the type of animal in need. Deer, fox, and coyote rehabilitators require a special permit issued by SCDNR. A registry of rehabilitators, maintained by SCDNR, is available.
*Contacting your local animal control for stray and feral cats and dogs, a wildlife control operator for nuisance wildlife, or a wildlife rehabilitator for sick and injured wildlife.
*Never touching wild or stray animals with your bare hands.
*Vaccinating pets and livestock against rabies. By law, all dogs, cats, and ferrets must be vaccinated. You can find low-cost rabiesvaccination clinics. It's also recommended livestock receive their rabies vaccinations, as well.

In South Carolina, the commonest animals to test positive for rabies are wild animals, such as raccoons, skunks, foxes, and bats. CDC advises that a skunk, raccoon, fox, or bat having bitten someone should be euthanized and tested for rabies as soon as possible.

While cats and dogs may be able to undergo quarantined observation for a specific time period to determine whether they contracted rabies, holding wild animals for observation isn't a safe option because it's not known how long it takes for signs of rabies to appear in different types of wild animals. And since there is no approved rabies vaccine for wild animals kept as pets, even vaccinated wild animals will be treated as unvaccinated.

A dog in the Sloughhouse area has tested positive for rabies, according to Sacramento County Public Health. Public health officials are advising Sloughhouse residents to call them if they or their pet came into contact with a stray, sickly looking black and white Australian cattle dog between [24 May and 3 Jun 2022].

"Rabies in dogs is rare," public health officer Dr Olivia Kasirye said. "We want residents and the community to be aware and to remind people of the importance of vaccinating their pets."

According to public health officials, rabies is most commonly transmitted through a bite and the virus-containing saliva of thoseinfected. Public health officials also advised residents in the area to check their pet's vaccination records. Anyone who suspects they or their pet came into contact with the infected dog can contact Sacramento County Public Health.

Bites suffered by any individual are unpleasant in any case, but feel worse when the animal is confirmed to have rabies. We are glad there is adequate treatment for these situations, but please don't linger, contact your physician or the county health department to know what to do should you be bitten by a wild, or stray animal.

Generally, there are 2 forms of rabies recognized in animals, the furious form and the paralytic, sometimes called dumb form of rabies. The aggressive or furious form is generally easy to recognize but some times the paralytic form may not be recognized when an animal seems extra shy or withdrawn or unusually quiet, especially for a wild animal.

"The furious form of rabies is familiar to most people. Signs may include:
• Aggression
• Loss of fear
• Daytime activity by a nocturnal species
• Attraction to noise and human activity
• Excessive vocalization
• Dilated pupils
• Difficulty swallowing
• Loss of appetite
• Restlessness
• Biting at objects or other animals
• May or may not drool

"The paralytic form of rabies may include signs such as:
• Decreased activity
• Poor coordination
• Hind limb weakness
• Acting "dull"
• Cats may meow more excessively

"As the disease progresses, an animal affected by paralytic rabies may:
Drop its lower jaw
• Drool
• Be unable to swallow
• Become paralyzed
• Die

In human beings: "After a rabies exposure, the rabies virus has to travel to the brain before it can cause symptoms. This time between exposure and appearance of symptoms is the incubation period. It may last for weeks to months. The incubation period may vary based on
• the location of the exposure site (how far away it is from the brain),
• the type of rabies virus, and
• any existing immunity.

"The first symptoms of rabies may be similar to the flu, including weakness or discomfort, fever, or headache. There also may bediscomfort, prickling, or an itching sensation at the site of the bite. These symptoms may last for days.

"Symptoms then progress to cerebral dysfunction, anxiety, confusion, and agitation. As the disease progresses, the person may experience delirium, abnormal behavior, hallucinations, hydrophobia (fear of water), and insomnia. The acute period of disease typically ends after 2 to 10 days. Once clinical signs of rabies appear, the disease is nearly always fatal, and treatment is typically supportive. Less than 20 cases of human survival from clinical rabies have been documented. Only a few survivors had no history of pre- or postexposure prophylaxis." (Extracted from

Five Americans died of rabies last year [2021] -- the largest number in a decade -- and health officials said Thursday [6 Jan 2022] that some of the people didn't realize they had been infected or refused life-saving shots.

The Centers for Disease Control and Prevention (CDC) released a report on 3 of the deaths, all stemming from contact with bats. CDC officials said the deaths were tragic and could have been prevented.

One, an 80-year-old Illinois man, refused to take life-saving shots because of a longstanding fear of vaccines. An Idaho man and a Texas boy did not get shots because of a belief that no bat bite or scratch broke their skin. In all 3 cases, people "either trivialized the exposure (to bats) or they didn't recognize the severity of rabies," said Ryan Wallace, a CDC rabies expert who co-authored the report.

Two other deaths occurred earlier in 2021. One was a Minnesota man bitten by a bat. He got the shots, but an undiagnosed immune system problem hampered their effectiveness, CDC officials said. The other victim was bitten by a rabid dog while traveling in the Philippines and died in New York after returning to the United States.

Rabies is caused by a virus invading the central nervous system and is usually fatal in animals and humans. It's most commonly spread through a bite from an infected animal, with most US infections in recent years traced to bat encounters.

Infection can cause insomnia, anxiety, confusion, paralysis, salivating, hallucinations, difficulty swallowing and fear of water. Death can occur only a couple of weeks after symptoms begin. But it can be prevented through a series of 5 shots given within 2 weeks of exposure. An estimated 60 000 Americans are treated each year after possible exposure to rabies, the CDC says.

There were no rabies deaths reported in 2019 or 2020. The last time 5 US rabies deaths were reported in a single year was 2011, CDC officials said.

https://thehill.com/policy/healthcare/588580-cdc-warns-about-bat-linked-rabies-cases-after-three-deaths-in-late-2021

The Centers for Disease Control and Prevention (CDC) has issued a warning over bat-linked rabies cases among humans after 3 people died in a 5-week period in the fall [2021]. Three people, including one child, died from rabies between 18 Sep 2021 and 10 Nov 2021 after direct contact with bats in and around their homes in Idaho, Illinois and Texas in August [2021]. None of the 3 patients, who were all male, received post-exposure prophylaxis (PEP) shots designed to prevent rabies before symptoms start -- at which point the disease is almost always fatal.

The patients had contact with a bat 3 to 7 weeks before developing symptoms and died about 2 to 3 weeks after these symptoms surfaced. Two of the cases were considered "avoidable," with one involving a bat roost in the patient's home and another involving a patient picking up the bat with bare hands.

Two of the patients released the bat instead of capturing it for testing. One exposed patient did have the bat tested, but after a positive test result, he did not get PEP "due to a long-standing fear of vaccines." These 3 incidents brought 2021's total rabies cases to 5 after no cases reported in 2019 and 2020, the CDC noted.

"We have come a long way in the United States towards reducing the number of people who become infected each year with rabies, but this recent spate of cases is a sobering reminder contact with bats poses a real health risk," said Ryan Wallace, an expert in the CDC's Division of High-Consequence Pathogens and Pathology.

The bats involved were the silver-haired bat, Mexican free-tailed bat and big brown bat, which are all considered "common" in the United States. Bats are the leading cause of rabies in humans in the country.

The CDC recommends any person with direct contact with bats should call their state or local health department or animal control to help capture the animal for testing. The agency then suggests exposed people discuss whether PEP is necessary with a doctor or local public health official. Bat bites or scratches are not always visible, and the disease can spread through its saliva, so receiving PEP can be a "life-or-death matter."

[Byline: Justine Coleman]

[Rabies is a serious viral disease in mammals. Rabies is a deadly virus. The good news is it can be prevented. It can affect any mammal and is transmitted by a bite breaking the skin, or saliva into an open wound, cut, scratch, or the eye or the mouth.

If you have been bitten, or suspect you have been exposed by saliva, please consult a physician regarding post-exposure prophylaxis. It is a lifesaving treatment in almost all cases. (The article in section [1] mentions an exception.) Wash the wound with soap and water, then seek medication attention from a physician. The timeframe from bite to when post-exposure prophylaxis should be started is limited. The adage of "be safe, not sorry" is certainly applicable to dealing with rabies virus.

Help build a barrier between this virus and yourself. Vaccinate your pets according to your veterinarian's recommendations. This may be yearly or every 3 years, and a booster may be necessary if your pet has encountered a wild animal.

While bats are very beneficial to the environment, do not toy with these animals. They are not pets, and bats in a dwelling place is a serious issue. Protect yourself from these animals. A bat can bite you and you may not know it, especially if you are sleeping.

Please protect yourself and your pets from this virus. - Mod.TG

The bobcat that ran into a Windsor home and bit an elderly man had
rabies, a test confirmed over the weekend.

"This one was definitely on the aggressive side of things," said Vermont Fish and Wildlife Game Warden David Lockerby. ".... You'd go up to the window and hear it making noises and jumping at the window."

The thin, adult male bobcat chased a house cat into the man's home through a pet door, the homeowner told police.

He tried to protect his cat, Lockerby said. The bobcat bit [the homeowner], but he was able to trap it between 2 rooms in his house. He had wounds on his knee and lower leg, said Windsor Police Chief Jennifer Frank.

Two game wardens from Vermont Fish and Wildlife arrived on the scene quickly, which allowed the police to focus their energy on getting the homeowner the medical help he needed in case of rabies, she said.

The bobcat was humanely and quickly euthanized inside the residence, Lockerby said. "Our biggest priority is human health and safety," he added.

The homeowner is doing "as well as one could do after receiving a bite from a bobcat," Chief Frank said. Although the Vermont Department of Health confirmed the bobcat had had rabies on Saturday [14 May 2022], due to a delay in communications, [the homeowner] did not hear the news until Monday [16 May 2022]. He is now receiving additional medical treatment.

Rabid animals pass along the infection through their bite. After a bite, rabies is preventable in humans with wound care and a series of injections given by a medical provider, according to the Vermont Department of Health.

The police were unable to locate the house cat, but the homeowner said it was all right, she added. [One wonders if this means the bobcat did not bite or scratch the domestic cat, or is the cat well vaccinated against rabies? This is unclear in this story. - Mod.TG]

"This is a fairly unusual circumstance," Chief Frank said. "Bobcats try to create space between themselves and people."

Rabies is a deadly virus infecting the central nervous system, according to the Vermont Department of Health. Rabid animals often lose their fear of people, becoming either abnormally friendly or aggressive. Some exhibit extreme depression or bizarre behaviors, such as staggering or seizures. Rabies is not common: in 2021, the agency found 18 out of 588 animals tested -- just above 3% -- had rabies.

A feral cat on the south end of St. Simons Island tested positive for rabies after acting aggressively toward a family dog on Tuesday [17 May 2022], according to the Glynn County Health Department. The dog is up to date on rabies vaccinations and was taken to a local veterinarian for treatment.

The Glynn County Environmental Health team is advising those who may have had contact with the cat to get in touch with their health-care providers for further guidance.

Several species of wild animals that are native to coastal Georgia, including raccoons, foxes, and bats, can carry rabies, which is a potentially deadly virus primarily spread by infected animals.

According to the Mayo Clinic, once a rabies infection is established, there is no effective treatment. So it is important animals stay up to date on vaccinations and contact with potentially infected animals is avoided.

The Glynn County Environmental Health office offers these tips to protect you and your family from rabies:

- Avoid contact with animals you don't know.
- Make sure your pets receive the proper immunizations and boosters as advised by your veterinarian.
- Do not handle, feed, or unintentionally attract wild animals with open garbage cans or by leaving pet food out at night.
- Never adopt wild animals or bring them into your home. Do not try to nurse sick animals to health. Call animal control or a properly licensed animal rescue agency for assistance.
- Teach children to never handle unfamiliar animals, wild or domestic, even if they appear friendly. "Love your own, leave other animals alone" is a good principle for children to learn.

Signs of rabies in animals include a change in behavior, biting, aggression, showing no fear of natural enemies (such as humans), foaming at the mouth, and paralysis.

A 31-year-old Glynn County man is receiving precautionary rabies shots after he fended off an attack from a rabid feral cat with a child's baseball bat around midmorning Tuesday [17 May 2022] in the East Beach neighborhood on St. Simons Island.

The man killed the cat with the bat, ending an hour-long standoff in which the aggressive animal held a house painter at bay in the bed of a work truck, the man said.

The Glynn County Health Department received a verbal confirmation late Wednesday [18 May 2022] afternoon from officials in Waycross that the feral cat had rabies, said Sally Silbermann, spokeswoman for the Coastal Health District.

The cat did not bite or scratch the man, but he told The News on Wednesday [18 May 2022] he is taking the advice of health department officials to get the rabies treatment. [Very mad, aggressive animals with rabies may slobber or salivate profusely. Saliva in a cut or in the eye, can be as dangerous as the bite. This could be the case as why he is seeking treatment. - Mod.TG]

The workday for the pool maintenance worker, his co-workers, and the painter came to a standstill after encountering the rabid cat on 16th Street on East Beach. The man and a couple of co-workers were surprised to find the painter in the bed of their work truck after returning to the street from a backyard residential pool at around 10 a.m., he said.

"We came out to get some tools from the truck, and the guy's on our truck," the man said. "We're like, 'What the heck?' Then we saw the cat under our truck."

The painter had been cornered in the back of the truck for quite a while, the man said. Every time he tried to jump out of the back of the truck, the cat moved to his location and was ready to pounce, the painter explained to the pool workers.

The cat had already chased a dog, then chased the painter into the back of the truck after he tried shooing it with a broom, the man said.

The man had never seen a rabid animal before, but he knew right off the cat likely had rabies.

"He's rabid," the man said. "He's foaming at the mouth and convulsing. We knew something wasn't right with it."

The pool crew called their boss, who called animal control from the main office. And they waited as the hot sun bore down on the truck.

"He's sweating like crazy," the man said of the painter. "We watched the cat for about an hour. I felt bad for him, in the sun in the back of the truck. And there's a lot of tools back there, so he didn't have much room. We couldn't do anything. The situation shut down 2 job sites."

That is when the man grabbed a nearby child's T-ball bat and a sturdy cardboard box that had contained a pool pump motor he was installing.

"I put the box in front of the cat so he could not see me, and then I tried to block its view of the guy in the truck," the man said, whose name is being withheld due to medical confidentiality. "I had the bat for protection in case the cat came at me."

When the painter jumped from the truck, the cat went after him. Then the cat saw the man behind the box.

"As the painter ran away, the cat came out," the man said. "It saw me and lunged at me. That's when I hit it with the bat."

The cat died immediately after he struck it, the man said. He did not get blood on him or touch the cat.

He later washed the bat in bleach, the man said. An animal control officer arrived shortly after and took the animal, he said.

County officials, who said the cat was feral, sent it for testing at a facility in Waycross Tuesday [17 May 2022] afternoon. The county health department received a verbal confirmation of rabies late Wednesday [18 May 2022], Silbermann said.

The man later told a county health department official the cat did not bleed after being struck. When the official asked if the cat's saliva may have gone airborne in the encounter, he could not answer.

Once contracted, rabies is extremely lethal.

The soon-to-be father said he is taking no chances. His 1st shot is expected Friday [20 May 2022].

"It was crazy," he said. "But it's not worth the risk. I'm just gonna get the shots."

The Coastal Health District urges residents to avoid contact with wild animals. District officials also urge pet owners to ensure that their animals are vaccinated and that the vaccinations are up to date.

Wild animals such as raccoons, foxes, and bats are known carriers of rabies. Aggressiveness, fearlessness in the face of natural enemies, and foaming around the mouth all are typical signs of a rabid animal.

A vaccinated rescue dog imported from Azerbaijan to Pennsylvania in 2021 tested positive for a strain of rabies that's been eradicated here, setting off a contact-tracing mission which ended at an intern's desk halfway across the globe.

The US Centers for Disease Control and Prevention, which regulates importation requirements for animals, detailed the June 2021 case in its weekly Morbidity and Mortality Report, released Thursday [19 May 2022]. The agency concluded vaccination records are not enough to ensure animals are disease-free when they enter the United States.

The dog with rabies was one of 34 rescue animals from Azerbaijan having entered this country through Chicago O'Hare International Airport in 2021. All had vaccination records and were cleared by inspectors at the airport as appearing healthy.

But shortly after one dog -- a 5-month-old, 19-pound mixed breed -- arrived at its adopter's home in an unspecified location in Pennsylvania, it began experiencing rabies-like signs, including excessive salivation, agitation, and biting at invisible objects.
[These signs could also be canine distemper, but in this case turned out to be rabies virus. - Mod.TG]
At the veterinarian's office, the dog experienced seizure-like signs and went into cardiac arrest and was humanely euthanized. The Pennsylvania Department of Health tested the animal, confirmed it had dog-maintained rabies virus variant (DMRVV), a strain of rabies eliminated in this country in 2007. Test analysis found the dog had been insufficiently vaccinated against rabies.

After being notified of the rabies case, the CDC launched a contact-tracing effort to find any people who had been in contact with the dog. Researchers found 15 people -- an airport worker, 7 people in the dog's household, 3 pet-store workers, and 4 veterinary staff members -- had exposure that could have resulted in infection and were recommended for the rabies post-exposure prophylaxis.

Meanwhile, researchers also tracked down the 33 other animals – all dogs except for one cat -- that had been sent to California, Florida, Illinois, Michigan, New Jersey, New York, Ohio, and Washington. The CDC worked with health departments in those states to test the animals for rabies antibodies and give them rabies vaccine boosters.

Researchers found 8 of the animals were unvaccinated or insufficiently vaccinated, and were quarantined for 4-6 months. The remaining 25 with normal test results quarantined at home for 45 days because they had been exposed to the dog that had rabies. All 33 were released from quarantine by the end of December [2021].

All 8 of the dogs not having met the vaccine requirements came from the same rescue in Azerbaijan and were vaccinated at the same clinic there. The rescue and clinic reported a new veterinary intern was responsible for giving rabies vaccines. They found the intern's
workstation had "numerous rabies vaccine vials with higher-than-expected residual volume," meaning used vials still had between 25% and 33% of the vaccine in them.

The CDC concluded the infection resulted from under-vaccinating the animals.

In July 2021, the CDC temporarily suspended dog importations from countries with a high risk of DMRVV. While in this case, the dog had been vaccinated -- but insufficiently -- the CDC has seen a "substantial increase" in attempts to import dogs with fraudulent or incomplete rabies vaccine certificates, the agency said.

The suspension is still in place.

An injured fox recently found on has been confirmed rabid, according to the Niagara County Department of Health.

A homeowner noticed contact between their 2 dogs and the injured fox. The owner will have the 2 vaccinated dogs receive precautionary rabies booster shots. The Health Department's Nursing Division will determine if the property owner may have had incidental contact with the rabies virus that would warrant rabies post-exposure treatment.

Animal rabies continues to be a serious public health concern in Niagara County. Rabies is a viral disease usually resulting in death of the animal not adequately protected with a rabies vaccination.

Bats, raccoons, skunks, and fox are all common wildlife carriers of the rabies virus, according to the health department. It is possible a rabid animal can shed (share) the virus by direct contact before signs appear visible. A rabid animal can only be confirmed by submitting a laboratory sample. [The head of the suspected rabid animal is submitted for testing, as the brain is actually used in the analysis. - Mod.TG]

The Niagara County Department of Health is reminding county residents of the following precautions to prevent exposure to rabies from wildlife and domestic animals:

- Do not feed, touch, or adopt wild animals, stray dogs, or feral cats.
- Be sure your dogs and cats are up to date on their rabies vaccinations. Vaccinated pets serve as a buffer between rabid wildlife and human. Protect pets with rabies vaccination to reduce your risk of exposure to rabies. Dogs and cats receiving their 1st rabies vaccine
are protected for a one-year period. A dog or cat's 2nd and subsequent vaccination will protect from rabies for up to 3 years. Pets too young to be vaccinated should be kept indoors. By law, all cats, dogs, and ferrets must have current rabies vaccinations from 4 months of age and on. The Niagara County Department of Health will conduct free rabies clinics in 2022 and will post those dates on our website once the
schedule is finalized.
- Keep family pets indoors at night. Do not leave them outside unattended or let them roam free.
- Don't attract wild animals to your home or yard. Keep your property free of stored bird seed or other foods that may attract wild animals. Feed pets indoors. Tightly cover or put away garbage cans. Board up any openings to your attic, basement, porch, or garage. Cap your chimney with screens.
- Encourage children to immediately tell adults if they are bitten by any animals. Tell children not to touch any animals they do not know.
- If a wild animal is on your property, let it wander away. Bring children and pets indoors and alert neighbors who are outside. You may contact a nuisance wildlife control officer who will remove the animal for a fee; or if there is danger, call a local law enforcement
agency.

Bat rabies continues to be of particular concern. Niagara County residents must remain aware of the risk for rabies from any contact with a bat. Once illness occurs, rabies is almost always fatal. However, timely and complete post-exposure treatment is effective at preventing illness from occurring.

If you find a bat in your home, it is important not to injure, release or discard it. Immediately contact the NCDOH-Environmental Health Division at (716) 439-7444 to discuss the specifics of the situation or occurrence.

[The articles in this update are quite varied. Perhaps the most unusual is the cat in the Georgia articles. The 2 articles are likely referring to the same cat. It clearly gives one a hint as to how vicious a rabid animal can appear. It should also highlight the very
important need for humans to be aware of animal, and to vaccinate their pets as recommended by the veterinarian. The cat in these stories seemed quite agitated.

While pet doors can be very useful for pet owners, the story of the bobcat coming through the ped door into the home definitely would make me reconsider a pet door.

Two dogs have tested positive for rabies in Tuktoyaktuk, while a 3rd is presumed positive, prompting the territorial government to issue another warning to residents in the community.

In November [2021], the NWT government warned residents of the hamlet 2 foxes had tested positive for rabies. It then cautioned residents earlier in February [2022] after 2 dogs showed signs of the disease.

According to Friday's [18 Feb 2022] advisory, signs in animals having rabies can include being fearful, aggressive, excessive drooling, difficulty swallowing, staggering, walking backwards, abnormal vocalizations, paralysis, and seizures. Aggressive behaviour is possible, but infected animals are more likely to be shy or calm and act strangely.

"With rabies being found in dogs and foxes in and around Tuktoyaktuk, you are also at risk of being exposed to this fatal disease if you are bitten or scratched or in contact with foxes or dogs in the community," the advisory states.

Anyone who has been bitten, licked, scratched, or in contact with the infected dogs, a fox, or any dog who is behaving oddly is advised to contact the health centre to get assessed. Rabies in humans can be fatal if untreated.

The advisory states anyone whose dog has been attacked by a fox or is showing signs of rabies should contact a wildlife officer immediately.

The NWT Department of Health and Social Services recommends residents get their dogs vaccinated for rabies. It added that people who regularly handle wildlife and animals like hunters and dog mushers should ensure their rabies vaccinations are up to date. [This advisory seems to indicate that residents should have their animals vaccinated, and human beings handling wildlife should obtain the pre-exposure rabies vaccination. - Mod.TG]

A rabies case in Elmore County has prompted state health officials to remind the public the disease is out there, so stay cautious.

The Alabama Department of Public Health (ADPH) reports a family dog in the Harris Road area of Elmore contracted rabies, exposing the household. Everyone in the home is undergoing prevention treatment.

The dog's rabies diagnosis was confirmed by ADPH following an exam by a local veterinarian. Health officials say the dog, described as a beagle-mix, was not vaccinated. It was not kept in an enclosure and reportedly had some contact with strays in the area.

This case of rabies follows another case in Elmore County a couple of weeks ago. That one was in the Titus community. There were also at least 2 cases of rabid cats in the Prattville area last year [2021].

State health officials are investigating any potential exposure to the animal so they can notify those individuals of the proper treatment to prevent possible human transmission.

"First and foremost, our concern is identifying any person or animal possibly having had direct contact with an infected animal, so preventative treatment is needed. The nature of the risks of human exposure to rabies has dramatically declined over the last 60 years or so, but since the virus is still seen frequently in raccoons, the risk is still relevant," said state public health veterinarian Dr. Dee W. Jones.

Jones says ADPH is sharing information with the Centers for Disease Control and Prevention, plus state and federal wildlife officials, to assess the origin of the rabies strain and to better understand its spread.

ADPH is reminding pet owners rabies vaccinations are required in Alabama. In addition to vaccination, area residents are advised to take the following precautions to avoid possible exposure:

- Do not allow pets to run loose. Confine them within a fenced-in area or with a leash.

- Do not leave uneaten pet food or scraps near your residence.

- Do not illegally feed or keep wildlife as pets.

- Do not go near wildlife or domestic animals acting in a strange or unusual manner.

- Caution children not to go near any stray or wild animal, regardless of its behavior.

- Advise children to tell an adult if they are bitten or scratched by any animal.

- A person who is bitten or scratched by an animal should wash the wounds immediately with mild soap and water, apply first aid, then seek medical attention or contact the county health department immediately.

For more information about rabies and prevention, you may contact ADPH online or by telephone.

[SM], MCAS '24, said she and her roommates left their suite on 10 Feb [2022] and waited in the hallway as [CS] got their RA [residents' associate or assistant], who then made calls to the Boston College Police Department (BCPD) and BC's Facilities Management. Around 20 minutes later, [SM] said facilities arrived and captured the bat.

"The guy was holding the bat in a towel, and you could see its fangs and everything," said [AB], one of the suitemates and MCAS '24. The roommates told facilities the bat should be tested for rabies, since [CS] was asleep in the room with the creature and it touched [SM] repeatedly, [CS] said. "I made it clear to them ... that I was touched by it, and that it's not safe to let it go because we would just have to get rabies shots then," [SM] said.

A Walsh RA said facilities agreed to place the bat in a bucket and later bring it to BCPD after the Walsh 8 residents and their parents -- who the students were speaking with on the phone during the incident -- expressed concern about getting the bat tested for rabies.

"Their parents wanted to make sure their kids were safe, and they really thought getting it checked [for rabies] was the best thing to do," she said. "The girls were very adamant about getting the bat tested, and I don't know what ended up happening, but I really hope they were able to."

The following morning, [CS] said she went to BCPD's office in Maloney Hall but was told it had no record of what happened and to call facilities. According to [CS], facilities told her to call back later. [SM] said another roommate called facilities later that day, which said it had released the bat.

"We were ... a little bit shocked they did that because we had been so adamant the night before that [they] could not let it go," [SM] said. Jack Dunn, associate vice president for university communications, said the students informed facilities they had not been bitten by the bat. "They were offered support from their RA and told to contact University Health Services, which instructed the students the following morning to get tested for rabies," he said in an email.

According to Philip Landrigan, director of BC's global public health program, if a bat is found in a room, you must presume it is infected with rabies. "Especially if it's a situation where people are asleep, or semi-asleep, you have to presume they have had contact with a bat and perhaps even a bite," Landrigan said.

Facilities' decision to release the bat aligned with its standard wildlife protocol, though BC is now changing this policy, according to Dunn. "Admittedly, Facilities has not had a lot of experience in dealing with bats inside of the residence hall rooms," he said. "Moving forward, Facilities will make it their policy to contact Animal Services in Boston or Newton should a similar incident occur in the future."

Facilities did not respond to a request for comment.

Landrigan said standard protocol for a potential rabies contact is to capture the bat and notify public health authorities. "It's standard protocol with a potential rabies contact to capture the bat and get it into the hands of public health authorities," he said. "It doesn't always happen for practical reasons, but that's the ideal protocol."

Any contact with a bat has to be taken seriously, as even the most minute scratch from a bat can potentially transmit rabies, Landrigan said. "This is a very serious situation," Landrigan said. "You have to presume in this circumstance that both of these students had contact with the bat, and if they have not immediately started ... postexposure prophylaxis [treatment], they must begin it ASAP; this is a real medical emergency."

[CS] and [SM] are now receiving rabies vaccines at St. Elizabeth's Medical Center for their potential exposure. According to the CDC, the treatment for potential rabies exposure -- or postexposure prophylaxis (PEP) -- includes a dose of human rabies immunoglobulin and rabies vaccine given on the day of exposure, and then additional vaccine doses on day 3, 7, and 14.

[CS] and [SM] will make 5 trips to the emergency room to receive their shots, which will be fully covered by insurance for [SM], but costs [CS] around USD 1250 in copays.

Mark Pearlmutter, the chairman of emergency medicine at St. Elizabeth's Medical Center, said they will almost always treat someone for rabies if they woke up with a bat in their room -- as [SM] and [CS] did -- regardless of whether there is a bite or scratch mark.

"We generally will treat someone who comes in who says they woke up with a bat in their bedroom," Pearlmutter said. "And the proper way to handle this is to bring in a public health officer, an animal officer, that can actually find the bat, trap the bat, and then check it for rabies."

Ann Scales, the director of media relations for the Massachusetts Department of Public Health, said in an email if a person had contact with a bat in which a scratch or bite could not be ruled out, it is the state's public health recommendation that the bat be sent to the state public health lab to be tested for rabies.

Pearlmutter said though it is very rare, there have been a few instances in the country where transmission of rabies occurred after someone woke up with a bat in their room and saw no visible abrasion.

"They did not have any signs of being bit or scratched -- and that's not infrequent, by the way -- and there were one or 2 cases where folks did get rabies," he said. "So that shifted a lot of the treatment recommendations to lower the threshold in those instances and actually administer the immunoglobulin for rabies as well as the vaccine for rabies."

[CS] said it felt irresponsible for facilities to release the bat because it compromised her and [SM]'s safety. "Now [SM] and I have to deal with this," [CS] said. "We're right at risk for a fatal disease, and we've just spent all this money to go

through this, get 9 shots, so we don't have rabies."

Rabies is almost always fatal if left untreated, according to Pearlmutter."If you actually do get infected, the mortality rate is extremely high," he said. "And once it's taken its course, meaning once it's actually entered into your body, while there is some supportive treatment, it's a very lethal disease process."

[CS] said she wishes facilities or BCPD would have told her to call a regular exterminator if they were not going to keep the bat for testing.

"We are told when we have an animal or something in the dorm, we're supposed to call maintenance and BCPD, and I think ... if they're unable to handle keeping a bat overnight so we can get [it] tested for rabies, which is the number one thing you're supposed to do [in this situation] ... they shouldn't be doing that job," [CS] said.

BCPD did not respond to a request for comment.

According to Landrigan, the students would need to get treated regardless of whether the bat had rabies. "They still would have had to have been treated because it takes a few days to examine the bat and you don't dare to wait a few days before you initiate treatment, so it would not have changed the treatment the girls received," he said. [SM] wishes she was given clear and explicit answers during the situation.

"A bat landed on me multiple times, and there should be someone ... making me feel reassured and not in danger," she said. "And I feel like there's just a lack of that."

The Office of Residential Life did not respond to a request for comment.

[This story is a little convoluted. It appears the responses were unclear between the various individuals. Bats can bite a sleeping person and the person may not know it. The bat should have been turned over to the appropriate rabies authorities for testing or to a local veterinarian if other authorities could not be reached. The veterinarian would know where to submit the bat for testing or further authorization.

Since the responses regarding what happened to the bat seemed to have crossed many channels and may have been confusing, the school may face some liability for the situation, especially having a student or their family pay out such a large sum for the necessary rabies post-exposure prophylaxis. This seems especially true as the entire situation seems to have been avoidable if the bat had been tested for rabies. - Mod.TG

After a rabid fox interacted with a person in Kerrville, Kerr County is making sure residents are on alert.

The fox came into contact with a person on 8 Feb [2022] on Main Street and has tested positive for rabies. It's Kerr County's 2nd official case of rabies in 2022.

Kerr County Environmental Health and Animal Services (KCAS) Director Reagan Givens said Kerr County Animal Control Services were informed about the fox on Main Street. They recovered the specimen and sent it to the zoological lab for testing the following day [9 Feb 2022]. On Friday, 11 Feb [2022], KCAS received a positive rabies test from the fox.

"Rabies is fatal, but preventable," Givens said. "In our country, rabies is mostly found in animals such as bats, raccoons, skunks, foxes, and coyotes, but it can also spread to people from cows, dogs, and others."

Rabies affects the central nervous system of its victims. If a person does not receive appropriate medical attention after a possible exposure, the virus diseases the brain and causes death, according to the county press release.

The person coming in contact was not bitten by the rabid fox, but KCAS advised the individual to seek medical attention from their physician. If a dog or cat has been exposed to a rabid animal, Texas law stipulates it must be humanely euthanized. [This is not the whole story on pets exposed to rabies. - Mod.TG]

"Most of the time, pet owners are not willing to do such a thing. So the law provides an alternative which must be strictly followed," Givens said.

If a dog or cat is currently vaccinated and is exposed to rabies, then they should be re-vaccinated immediately and restrained/confined for no fewer than 45 days. If the exposed pet has not been vaccinated, then it should be immediately and placed in strict isolation for 90 days, with booster rabies vaccinations in the 3rd and 8th weeks of isolation.

Since the fox was in the city and not on rural property, Givens reminded residents they can encounter the risk of rabies anywhere, so being prepared is key. If anyone notices an animal acting strangely, call Kerr County Animal Services.

[Byline: Gabriel Romero]

Madison County leaders are continuing to address a rabid cat issue.

Last month [January 2022], the Rappahannock-Rapidan Health District issued a rabies warning after a feral cat in the Shifflett's Corner area of Madison County tested positive for the disease.

A woman who had made contact with the cat was treated for rabies, and her other cats were required to quarantine for 4 months. The health district and local nonprofit MAD Cats built an enclosure to house the animals during their quarantine.

However, state local health authorities directed county officials to consider all feral cats within the area as rabies positive and said they should be trapped and euthanized.

The Madison County Supervisors, as a result, recently adopted an ordinance to that effect. The ordinance authorizes the county's animal control office to trap and euthanize cats within the Shifflett's Corner area. The ordinance will remain in effect until 2 March [2022] but may be renewed if the issue persists.

County attorney Sean Gregg explained rabies is among the most fatal conditions, and there was no evidence the cat in question had been vaccinated. He said the issue represents a fairly substantial public health crisis, and the county has no other choice but to trap and euthanize the cats. So far, 20-30 cats have been captured and euthanized.

"This is what happens when people don't spay and neuter their cats," Gregg said. County administrator Jonathon Weakley said he understands the feelings around euthanizing the animals, but the county's number one job is public health and safety. Officials from the local health department said they unanimously support the ordinance.

[Byline: Gracie Hart Brooks]

[Many people let their cats outdoors to sun themselves, hunt, or scratch the trees instead of the carpet before coming back into a house. Many of these same people do not have collars on their cats, as cats can get them hung on fences, trees, etc., causing death to the animal, or the collar may release if it is a break-away collar, or it may be pulled off if it is loose enough.

Consequently, the county may not be doing due diligence to ensure these cats are truly feral. A frightened cat may seem like a feral cat. I wonder if the county notified any surrounding/neighboring areas before euthanizing the animals. While rabies is a significant health risk, so is inappropriately euthanizing a vaccinated, owned animal without consent. - Mod.TG

[Hopefully those areas experiencing an increase in rabies being detected in foxes or any other animal will ensure their working dogs and other pets are fully up to date on their rabies vaccine as a method of helping save the pets' lives.

Regardless of where you live, protecting your pets from rabies is important, as it also helps protect you and your neighbors. It is also important to protect your pets.

Anytime you encounter an animal that is previously unknown to you, caution should be excised. Yes, it may be a local animal who has gotten out of a car and is disoriented and afraid, or it could be a feral or wild animal affected by rabies.

There are 2 types of rabies recognized through the way they are displayed by the animal. The 1st form is called the furious form. It is aptly named, as the animal appears vicious, frequently snapping its jaws, and it may be drooling or foaming from the mouth. The 2nd form is known as the dumb form, as the animal appears very timid and shy.

For example, it may be unusual to see a cornered fox or coyote acting shy and reserved, or almost friendly. These animals may or may not necessarily be drooling or slobbering. If you do not know the animal, be cautious. Cats can be especially afraid or friendly when they are seeking help. So it seems more difficult with cats instead of the dog varieties.

"Rabies Vaccine

"A regimen of 4 1-mL doses of HDCV or PCEC vaccines should be administered intramuscularly to previously unvaccinated persons.

"The 1st dose of the 4-dose course should be administered as soon as possible after exposure.

"Additional doses should be administered on days 3, 7, and 14 after the 1st vaccination. For adults, the vaccination should always be administered intramuscularly in the deltoid area (arm). For children, the anterolateral aspect of the thigh is also acceptable. The gluteal area should never be used for rabies vaccine injections because observations suggest administration in this area results in lower neutralizing antibody titers.

"Postexposure Prophylaxis for Non-immunized Individuals

"Treatment: Wound cleansing: All postexposure prophylaxis should begin with immediate thorough cleansing of all wounds with soap and water. If available, a virucidal agent such as povidine-iodine solution should be used to irrigate the wounds

"RIG [rabies immunoglobulin]: If possible, the full dose should be infiltrated around any wound(s), and any remaining volume should be administered IM [intramuscular] at an anatomical site distant from vaccine administration. Also, RIG should not be administered in the same syringe as vaccine. Because RIG might partially suppress active production of antibody, no more than the recommended dose should be given.

"Vaccine: HDCV [human diploid cell vaccine against rabies] or PCECV [a type of vaccine against rabies, purified chick embryo cell vaccine] 1.0 mL, IM [deltoid area], one each on days 0, 3, 7, and 14. (A 5th dose on day 28 may be recommended for immunocompromised persons.)"

"If exposed to rabies, previously vaccinated persons should receive 2 IM doses (1.0 mL each) of vaccine, one immediately and one 3 days later. Previously vaccinated persons are those who have received one of the recommended preexposure or postexposure regimens of HDCV, RVA, or PCECV, or those who received another vaccine and had a documented rabies antibody titer. RIG is unnecessary and should not be administered to these persons because an anamnestic response will follow the administration of a booster regardless of the pre-booster antibody titer."

"Wound Care

Regardless of the risk for rabies, bite wounds can cause serious injury such as nerve or tendon laceration and infection. Your doctor will determine the best way to care for your wound and will also consider how to treat the wound for the best possible cosmetic results.

"For many types of bite wounds, immediate gentle irrigation with water or a dilute water povidone-iodine solution has been shown to markedly decrease the risk of bacterial infection.

"Wound cleansing is especially important in rabies prevention since, in animal studies, thorough wound cleansing alone without other postexposure prophylaxis has been shown to markedly reduce the likelihood of rabies.

"You should receive a tetanus shot if you have not been immunized in 10 years. Decisions regarding the use of antibiotics, and primary wound closure should be decided together with your doctor."

"Rabies Post-exposure Prophylaxis (PEP)

"What medical care will I receive if I may have been exposed to rabies?

"Postexposure prophylaxis (PEP) consists of a dose of human rabies immune globulin (HRIG) and rabies vaccine given on the day of the rabies exposure, and then a dose of vaccine given again on days 3, 7, and 14. For people who have never been vaccinated against rabies previously, postexposure prophylaxis (PEP) should always include administration of both HRIG and rabies vaccine. The combination of HRIG and vaccine is recommended for both bite and non-bite exposures, regardless of the interval between exposure and initiation of treatment.

"People who have been previously vaccinated or are receiving preexposure vaccination for rabies should receive only vaccine.

"Adverse reactions to rabies vaccine and immune globulin are not common. Newer vaccines in use today cause fewer adverse reactions than previously available vaccines. Mild, local reactions to the rabies vaccine, such as pain, redness, swelling, or itching at the injection site, have been reported. Rarely, symptoms such as headache, nausea, abdominal pain, muscle aches, and dizziness have been reported. Local pain and low-grade fever may follow injection of rabies immune globulin.

"The vaccine should be given at recommended intervals for best results. Talk to your doctor or state or local public health officials if you will not be able to have your shots at the recommended interval. Rabies prevention is a serious matter and changes should not be made in the schedule of doses. Patient assistance programs that provide medications to uninsured or underinsured patients are available for rabies vaccine and immune globulin.

"People cannot transmit rabies to other people unless they themselves are sick with rabies. PEP will protect you from developing rabies, and therefore you cannot expose other people to rabies. You can continue to participate in your normal activities." (https://www.cdc.gov/rabies/medical_care/index.html)

Both of these websites are from the Centers for Disease Control, but one specifies the PEP should began as soon as possible, and one indicates more of an immediate nature. Medical attention to any bite is the 1st step. - Mod.TG]
