Five people have possibly been exposed to rabies after a raccoon tested positive for the virus this week in the Beauregard community. Veterinarian Dr Gary Hunt tells News 3 that a dog was exposed when it killed the raccoon on Sun 11 Apr 2021. Hunt received the test results on Thu 15 Apr 2021. The individuals are undergoing rabies prophylactic treatment, and the dog is quarantined.

Homer Bruce, the Lee County rabies officer, said in a news release that the dog had previous rabies vaccinations and was boosted at the time of treatment. Bruce said keeping up to date on vaccines is critical to community safety:

"The key here is the pet had a previous rabies vaccination. This is so important in protecting your pets from rabies and thereby protecting humans from exposure through their pets. Alabama Law requires all dogs, cats and ferrets to be vaccinated at 3 months of age and annually thereafter unless they receive a 3-year vaccine. The 1st rabies vaccination is only good for one year regardless of which vaccine your pet receives. I ask everyone to please check their pet's rabies vaccination status and to get them boosted immediately if they are not up to date. Contact your veterinarian if you can't determine your pet's vaccination status. Please call 334-745-0060 if you have questions."

Rabies is a human infection occurring after a transdermal bite or scratch by an infected animal, like dogs and cats. It can be transmitted when infectious material, usually saliva, comes into direct contact with a victim's fresh skin lesions. Rabies may also occur, though in sporadic cases, through inhalation of virus-containing spray [such as a sneeze, and droplets may reach the eye. - Mod.TG] or organ transplants

Pet owners need to have their animals registered and vaccinated under Alabama law. Animal bite victims should immediately wash bites with soap and water for at least 10 minutes and receive appropriate post-exposure prophylaxis (PEP) if needed from trained health workers.

The Pender County Sheriff's Office [PCSO] confirmed that a bobcat, having attacked a couple, was killed and has tested positive for rabies.

A North Carolina family readying to begin their morning commute experienced a violent encounter with a bobcat in the driveway of their Burgaw home. The incident was captured on a security camera, and by Fri 16 Apr 2021 afternoon had racked up more than 10 million views.

The bobcat, which was later killed, was also confirmed to have rabies, underscoring the need to keep pet vaccinations up to date, the PCSO said. The 9 Apr 2021 incident occurred in the Creekside Subdivision in Burgaw, the PCSO confirmed.

In the video, an unidentified man can be heard offering a morning greeting to a neighbor jogging past his home. In his hands appear to be a cake and a beverage. "I need to wash my car," he says, unlocking the vehicle. A bird can be heard in the background along the sleepy street scene as the morning sky takes on the color of a new day. That's about the time all hell broke loose.

A woman approaching the passenger side of the vehicle with a pet carrier in hand then lurches forward into the frame as a loud feline yowl and her blood-curdling scream cut through the otherwise tranquil suburban scene. "Run, baby! Run!" she seems to yell to her husband, as the bobcat grips tight to her back. The man runs around the vehicle, grabbing the cat away from her, exclaiming "oh my god, it's a bobcat!" in disbelief before flinging it feet away from his body into the grassof the manicured front yard.

On 27 Apr 2021, the Vineland Health Department announced that it was searching for a fox after reports of it attacking at least 3 people and chasing 2 others in the area of Riviera Boulevard. The behavior of the fox led officials to suspect it was rabid.

Vineland Health Department officer Robert Dickinson said in a news release that homeowners should check their pets for wounds of unknown origin. Residents in the area are also being asked to be mindful of any animals exhibiting strange behavior, signs of illness, or undue aggression. "We do not know at this time how long the fox has been ill, if it has attacked any other wildlife, or if there are other foxes which could be rabid as well," Dickinson added.

The Malaysia Ministry of Health reported a human rabies death in Sarawak, which was confirmed positive on [5 May 2021].

The 45-year-old female citizen was living in Rh Janggu, Sungai Tepus, Selangau, Sarawak. She has a history of being bitten by her pet dog on the left hand while disposing of the dog who was fighting with another dog on [9 Mar 2021].

The case had washed the wound and sought treatment at the Tepus Health Clinic the same day. Wound treatment was performed, anti-tetanus injections were given, and follow-up appointments were given. Unfortunately, the case has dropped out of follow-up treatment. Upon successful detection, the case was given the 1st dose of anti-rabies vaccine injection on [29 Apr 2021].

However, the case complained of eye pain, weakness, and numbness in the left hand while attending for the 2nd dose injection on [2 May 2021] and was admitted to the ward at Sibu Hospital for treatment.Clinical samples for rabies virus detection test were taken and sent to the laboratories of Sarawak General Hospital and Universiti Malaysia Sarawak (UNIMAS). The results of the sample were reported positive for rabies on [5 May 2021]. In the meantime, the patient's condition deteriorated and the case died on [6 May 2021] at 7:13 am with a diagnosis of rabies encephalitis.

With the addition of new cases, the latest number of rabies cases in Sarawak for 2021 is 3 cases. Meanwhile, since the rabies epidemic was declared on [1 Jul 2017] in Sarawak, the number of cases was 34 with 32 deaths. There were 2 surviving cases of children with severe neurological complications.

When a rabies virus infection that occurs in an animal bite wound is not treated immediately, it will result in death if the infection has reached the brain. Therefore, MOH would like to advise the public, especially in Sarawak to always take preventive measures, namely:

- if bitten or scratched or exposed to animal saliva, the wound must be

washed with running water and soap for at least 15 minutes;
- seek immediate treatment at the nearest health clinic or hospital;
- ensure that the complete anti-rabies vaccine is received according to the appointment given by the medical practitioner, even when executing the movement control order (PKP) during this COVID-19 pandemic; and
- do not handle any wild animals, including wild dogs and cats.

[It is not clear from the newswire above on the follow-up appointments by the health clinic after anti-tetanus injections. It can be argued that the anti- rabies vaccine was not readily available at the time of her timely health- seeking behavior on 9 Mar 2021, the same day she was bitten by her pet dog. If this is the case and in light of the severity of rabies, the patient could have been told and vaccinated for rabies as soon as the anti-rabies vaccine was available and not 50 days later. The Malaysia Ministry of Health reported a human rabies death in Sarawak, which was confirmed positive on 5 May 2021.

The 45-year-old female citizen was living in Rh Janggu, Sungai Tepus,Selangau, Sarawak. She has a history of being bitten by her pet dog on the left hand while disposing of the dog, who was fighting with another dog on 9 Mar 2021.

The case had washed the wound and sought treatment at the Tepus Health Clinic the same day [9 Mar 2021]. Wound treatment was performed,anti-tetanus injections were given, and follow-up appointments were given. Unfortunately, the case has dropped out of follow-up treatment [see comment]. Upon successful detection, the case was given the 1st dose of anti-rabies vaccine injection on 29 Apr 2021.

However, the case complained of eye pain, weakness, and numbness in the left
hand while attending the 2nd dose injection on 2 May 2021 and was admitted to
the ward at Sibu Hospital for treatment. Clinical samples for rabies virus
detection test were taken and sent to the laboratories of Sarawak General
Hospital and Universiti Malaysia Sarawak (UNIMAS). The results of the sample
were reported positive for rabies on 5 May 2021. In the meantime, the
patient's condition was deteriorating, and the case had died on 6 May 2021 at
7:13 am with a diagnosis of rabies encephalitis.

With the addition of new cases, the latest number of rabies cases in Sarawak for 2021 is 3 cases. Meanwhile, since the rabies epidemic was declared on 1 Jul 2017 in Sarawak, the number of cases was 34 with 32 deaths. There were 2 surviving cases of children with severe neurological complications.

When a rabies virus infection that occurs in an animal bite wound is not treated immediately, it will result in death if the infection has reached the brain. Therefore, MOH would like to advise the public, especially in Sarawak, to always take preventive measures to prevent rabies virus infection, namely the following:

- wash the wound with running water and soap for at least 15 minutes if the person is bitten or scratched or exposed to animal saliva;
- seek immediate treatment at the nearest health clinic or hospital;
- ensure that the complete anti-rabies vaccine is received according to the appointment given by the medical practitioner, even when executing the movement control order (PKP) during this COVID-19 pandemic; and
- do not handle any wild animals, including wild [stray, unowned] dogs

The tragically delayed PEP treatment of the victim, starting only 40 days
after her suspected exposure, may have been caused by the case history as
presented and assessed in the hospital. As described, "she was bitten by her
pet dog on the left hand while disposing of the dog,who was fighting with
another dog on 9 Mar 2021." Getting to hospital on the same day, rabies
involvement was probably not (or only slightly?) suspected, and, therefore,
only wound treatment performed,anti-tetanus injections given, and follow-up
appointments given. The patient was detected and treated (vaccine, no RIG)
only on 29 Apr 2021. No information on the health of her pet dog nor of its
vaccination history is given. In case the dog was still alive when the patient
was detected, it is rather unlikely this dog was the source of infection. This
case deserves a thorough investigation, which should include also the
identification of the other dog involved in the 9 Mar 2021 event and an update
of the guidelines for Sarawak's hospitals. -Mod.AS

The elimination of human deaths from dog-mediated rabies is entirely possible, yet rabies is considered to still kill nearly 60 000 people per year, almost half of them children. Today, rabies is a disease of poverty. The poorest and most marginalised are most at risk, not only from the trauma of dog bite and risk of death, but by rabies' harsh economic consequences, estimated to be over USD 8.6 billion per year. Many die due to high treatment costs or lack of access to post-exposure prophylaxis (PEP). Mass dog vaccination is a proven, cost-effective way to save human lives by stopping transmission of rabies at its source. While a variety of animal species can host rabies, dogs are responsible for 99% of human cases. Disease models and real-world experience show that sustained vaccination coverage of 70% of dog populations is sufficient to stop transmission of the disease between dogs, and from dogs to humans. Eliminating rabies in dogs is therefore key to sustainably preventing human disease.

The information was included in the introduction to a global plan for rabies control and elimination which was agreed by FAO, OIE, and WHO in "Zero by 30: The Global Strategic Plan to End Human Deaths from Dog-mediated Rabies by 2030" ("Zero by 30";
https://www.oie.int/app/uploads/2021/03/zero-by-30-final-130618.pdf).

Key elements include improved access to PEP, especially for the poorest, as well as mass dog vaccination, improved disease reporting, and surveillance tools and community education and outreach.

"While a number of countries have drawn up national rabies control programmes, key actions, including sustained mass dog vaccination campaigns, surveillance and reporting, remain limited. The coronavirus pandemic has further hindered progress. Overwhelmed public health systems have less capacity to treat potential cases of rabies exposure and individuals bitten by dogs have been less likely to seek help. Medical supply chains have been disrupted and dog vaccination
campaigns cancelled or postponed. Laboratory services for rabies have been reduced, surveillance capacity has been redirected, and in-country training and community outreach activities have been
suspended or cancelled.

In the Yucatan Peninsula, the 1st 7 cases of animal rabies are registered, affecting cattle, revealed the federal Ministry of Health when establishing that until the 1st quarter of the year [2021], Campeche is free of this deadly disease.

From January to March of this year [2021], 87 rabies animals were already confirmed in the Mexican Republic, distributed in 15 states, with a decrease of 4.4% compared to the same period in 2020, when the sum was 91.

According to the National Center for Disease Control and Preventive Programs (Cenaprece), the highest incidence of cattle with rabies was in Veracruz, with 18 animals; followed by Nayarit, with 14; Hidalgo, 10; 8 in Guerrero; 7 in Chiapas; and 6 in Jalisco and Yucatan.

In Yucatan, the problem is 20% higher than in the 1st quarter of the previous year [2020], when there was one infected dog and 4 cattle. [I wonder if COVID fears kept people from checking their animals or from vaccinating? - Mod.TG]

From a regional point of view, the greatest distribution is in Yucatan, since in Quintana Roo there is only one laboratory-confirmed case.

The coordinator of the Zoonosis Program of the Yucatan Health Secretariat (SSY), Daly Gabino Martinez Ortiz, declared for more than 20 years in the state there have been no cases of rabies in humans, transmitted by pets, so it is remarkable the achievement obtained with the vaccination campaigns.

However, the deadly pathology prevails in the entity and is
transmitted by wild animals, such as badgers, raccoons, skunks and blood-sucking bats, infected dogs and cats, as well as production
animals, such as cows, bulls, etc.

The Rio de Janeiro Municipal Public Health Laboratory (Lasp) diagnosed a case of animal rabies this week. Rio has not registered cases of rabies in dogs and cats since 1995. The case was referred by a veterinarian from Duque de Caxias, who attended to a dog having died on 6 May [2021].

According to the Municipal Institute of Sanitary Surveillance, Zoonosis Control and Agriculture (Ivisa-Rio), the State Health Secretariat and the Notifiable Disease Information System (Sinan) were informed, and the sample taken from the animal was sent to the Pasteur Institute to determine the viral variant.

According to Ivisa-Rio, the animal had direct contact with a bat on 26 Mar [2021], and there was no aggression against the dog's guardian or the health professionals who attended to it.

The institute said rabies vaccination will be carried out on 15 and 22 May [2021] in neighborhoods neighboring the municipality of Duque de Caxias. This Saturday [15 May 2021], the animals of Parada de Lucas, Vigario Geral, and Jardim America will be immunized, in the northern zone of Rio de Janeiro.

A positive rabies case has been confirmed in a cow in Keith County, according to the Southwest Nebraska Public Health Department(SWNPHD).

"Rabies in cattle occurs less often than in dogs or cats," said Public Health Nurse Melissa Propp. "The only way to diagnose rabies is with a laboratory test performed after death. Because signs in cattle may mimic other more common diseases, people may be exposed to the infected animal while it is contagious. The best method to prevent human exposure is to ensure that livestock, horses, and pets are protected against rabies with current vaccinations."

SWNPHD said in cattle, as in other warm-blooded animals, rabies is a severe, rapidly progressing neurological disease. It is transmitted via saliva, most commonly through bite wounds from an infected wild animal. Although clinical signs may appear anytime from 2 weeks to several months after exposure, on average clinical signs appear 4-8 weeks after the exposure. Death usually occurs 2-4 days after the animal begins to show clinical signs.

According to SWNPHD, rabies should be suspected in all livestock showing a sudden onset of rapidly progressing neurological signs. However, cows with rabies may also show a wide range of clinical signs that resemble other more common diseases:

This posting clearly shows rabies is no respecter of animals. Large or small, mammals are susceptible to this nasty viral disease, which also can affect human beings.

The issue of rabies in cattle has surfaced in the past. The list of frequently observed clinical signs (noted above) in cattle does not fully explain the loud bellowing. I have heard this in cattle that were rabies positive. It is the oddest noise I have ever heard coming from a bovine. Yes, it is loud, but it sounds like something more out of a horror movie than from an animal. It was, well, a bit creepy. Unfortunately, in cattle, slobbering also occurs when animals get a piece of a branch stuck in their upper mouth or wedged like a bridge across the upper or lower arcade of teeth. Many individuals have been exposed to rabies by trying to remove a non-existent twig from a cow's mouth. The lesson here is to be careful.

However, this posting also shows all animals should be vaccinated against rabies. Yes, even cattle and horses, and especially our companion animals the cats and dogs.

There are no vaccines for bats, nor is there ever likely to be; bats are notorious carriers of the rabies virus.

One person was exposed to a rabid bat found in Richland County, the South Carolina Department of Health and Environmental Control (DHEC) said Monday [17 May 2021]. The bat was sent to DHEC's lab for testing on Thursday [13 May 2021] and was confirmed to have rabies a day later, officials said in a news release.

The animal was discovered in Columbia, in the area of Converse Street and Clemson Avenue near Crayton Middle School, according to the release. That's close to Forest Drive and A.C. Floria High School.

The person has been told to seek medical care, health officials said. Further information on the person's condition was not made available.

Getting pets vaccinated for rabies is the best way to protect against
the disease, DHEC said. No pets are known to have been exposed to the
bat in this incident, according to the release.
DHEC

"Rabid bats have been known to transmit the rabies virus to people and pets," DHEC's Rabies Program Team Leader Terri McCollister said in the release. "People don't always realize they've been bitten since bat teeth are tiny and bites are easy to overlook. Because of this, you should always assume a person has potentially been bitten when they wake up to find a bat in a room or tent; a bat is found where children, pets, or persons with impaired mental capacity (intoxicated
or mentally disabled) have been left unattended; or a person or pet has been in direct contact with a bat."

If you think you've been exposed to a rabid animal, immediately wash
the affected area with plenty of soap and water, officials said. Never
handle a bat or any wild or stray animal -- alive or dead -- with your
bare hands, according to the release. Any bat that could have had
potential contact with people, pets, or livestock should be safely
trapped in a sealed container and not touched, officials said.

Additionally, never release a bat that has potentially exposed a person or pet because it no longer can be tested for rabies, according to the release.

"Any mammal has the ability to carry and transmit the disease to
people or pets," McCollister previously said. "In South Carolina,
rabies is most often found in wildlife such as raccoons, skunks,
foxes, and bats, but pets are just as susceptible to the virus. If you
see an animal in need, avoid touching it. Contact someone trained in handling animals, such as your local animal control officer, wildlife control officer, or wildlife rehabilitator."

This bat is the 3rd animal in Richland County to test positive for
rabies in 2021. There have been 28 cases of rabid animals statewide
this year [2021]. In 2020, 8 of the 168 confirmed rabies cases in
South Carolina were in Richland County, according to the release.

"If you believe that you or someone you know has had contact with or
been potentially exposed to this or another suspect animal," please
seek medical care, DHEC officials said. Health officials said an
exposure is direct contact -- possibly through broken skin or mucous membranes in the eyes, nose, or mouth -- from a bite, scratch, or contact with saliva, body fluids, or brain/nervous system tissue from an infected or possibly infected animal.

"Although bats can carry rabies, not every bat is infected with the
virus. Bats are an important part of South Carolina's ecosystems and
deserve a healthy degree of respect just like all wild animals,"
McCollister said. "You cannot tell if a bat, or any other animal, has
rabies by simply looking at it. Rabies must be confirmed in a
laboratory. Unusual behavior in bats that might indicate the animal
has rabies includes daytime activity, inability to fly, and being
found in places they are not usually seen, like in your home or on
your lawn."

Despite its ability to infect all mammals, rabies virus persists in
numerous species-specific cycles that rarely sustain transmission in alternative species. Rabies viruses recovered from bats were shown to
be distinct from rabies viruses recovered from terrestrial mammals, suggesting that these viruses evolved within their bat hosts. Genetic evidence suggests that rabies is an old disease for bats in the New
World. Bats from most of the bat species in North America, when
sampled in sufficient numbers, have been found to be infected with
rabies virus.

Bat rabies viruses are genetically diverse, exhibiting mutations characteristic to each host bat species. It should be taken into account, however, that bat rabies can be transmitted to humans and their domestic animals, with infections almost always fatal unless treated. Also, a dog, cat or ferret infected with a bat rabies virus

can infect a human. - Mod.PMB

A 39-year-old woman in Surin has died from rabies. The authorities say it is a disease that everyone dies from if not protected by vaccine. They have urged people to get vaccinated and to have their pets jabbed.

Sanook's story ( https://www.sanook.com/news/8385274/) featured a timeline for the woman's descent to death, but the media made no attempt to explain how such a case could apparently be so badly misdiagnosed, notes Thaivisa.

The woman had a coffee shop in a village and lived with her husband and mother and father. They looked after 12 cats and 2 dogs. She took in a stray cat that subsequently died.

On 7 May 2021, she started having symptoms of pain and hydrophobia (not wanting to drink). On 8 and 9 May 2021, she was very thirsty but refused to drink. These are clear signs of rabies. Hydrophobia is a common name sometimes given to the disease that when symptoms show is always fatal.

By 10 May 2021, she was so tired that her husband drove her to Samrong Thap Hospital. Incredibly, she was sent home and on 11 May 2021 was no better.
2021

She was taken in a private car again to the same hospital, where she was given pills for a stomach problem and hypertension. She went home again, and her hydrophobia worsened and now 1669 was called and an ambulance picked her up and took her to the ER.

She was now convulsing and foaming at the mouth and was transferred to Surin Hospital. By 12 May 2021, she was transferred to a specialist rabies unit where samples of saliva, hair and urine were taken for analysis in Nonthaburi [Province].

Just after she was officially diagnosed as having rabies, she died on 15 May 2021 at 2:43 pm. Thirty members of the public and 71 healthcare workers came into contact with her.

[Because rabies is commonly transmitted by dogs and most of the documented rabies cases are associated with infected dogs, potential exposure to a stray cat might be overlooked. Although there is no information that the case here was bitten by a canine or feline, saliva from an infected animal can also transmit the virus via scratches, and hydrophobia should be a unique clinical feature pinpointing the potential rabies infection, particularly due to the fact that the case was an owner of multiple cats and dogs. -モデレータ Mod.YMA

[Rabies is a major public health problem in Tunisia, where it is endemic and enzootic. Like in other North African countries, dogs are the main vectors of rabies. The national rabies control program, launched in 1982, calls for collaboration between 3 ministries: the Ministry of Public Health (population awareness/education and post-exposure prophylaxis in humans); the Ministry of Agriculture (veterinary services for free, mass-vaccination of carnivores and surveillance/monitoring programs in animals); and the Ministry of the Interior (dog population management and landfill management).
